Preparation Before Deployment

1.4.1 Presurvey

A project can only be successful if it is well planned before deployment. An important source of planning information is the: NMCB Operations Officers Handbook -COMCBPAC/COMCBLANT Instruction 5200.2A.The U.S. Navy Diving Manual is a source of planning information. Chapter 4 of Volume I of the Diving Manual is a valuable resource for planning any diving operation, including underwater construction projects.

The first step in the planning process is familiarization with the nature and details of the task and the conditions to be encountered at the site. This familiarization process will almost always require a visit to the site to conduct a presurvey. The presurvey site visit allows an opportunity to obtain project planning information nec essary for a successful project. A general site investigation checklist for overseas project planning is included as Appendix C. During this presurvey all available information about the project should be obtained including:

• Scope of the task (number of piles to be repaired, area to be surveyed, etc.)

• Details of the facility (type of fleet moorings, materials used in the structure (steel, concrete, timber), use of the structure, etc.)

• Availability of local construction support (enclosed storage/work space, work platforms, boats, concrete pump, etc.)

• Availability of personnel support (messing, berthing, communications, vehicles, office space)

• Location of nearest available recompression chamber and dive locker

• Availability of utilities (freshwater, electric power, sanitary system, high-pressure air)

• Availability of consumables (fuel, aggregates, etc.)

• Drawings of the facility showing the original construction and any alterations

• Up-to-date charts and maps of the area

• Clearance requirements for diving, photographs, etc.

• Local restrictions on special operations (blasting, dredging, sandblasting, etc.)

• Local tides, currents, water quality, winds, temperature, visibility, and daylight hours

• Location of sewer outfalls and other hazards

• Ship traffic to be expected

• Other diving activities in the area

• Other local operations that may preclude diving, i.e., ammo loading, fuel transfers, etc.

The local Public Works Officer (PWO), Resident Officer-in-Charge of Construction (ROICC), or Offlcer-in-Charge of Construction (OICC) can usually provide most of the information listed above or can provide guidance in obtaining the information from other sources.

The Port Operations Officer (or his representative) should be contacted as the PWO or ROICC will have little if any knowledge of harbor operations.
