NAVFAC P-990 was first published in 1978 from information collected and organized by Han Padron Associates of New York in conjuction with input and editing by the NFESC (then NCEL). This revision remains the organization style and much of the technical content of the original manual. New sections have been added and original text has been updated. The updated draft was reviewed by Han Padron to provide the latest commerical technologies. The manual includes the latest available tools, techniques, and regulations that are applicable to Naval Construction Force divers engaged in maintenance and repair of Naval facilities. P-990 is not intended to be an engineering manual. Instead, it provides guidance on applicable tools, equipment, and repair techniques. The selection of repair techniques for a particular situation should be conducted by appropriate engineering personnel.
